you have to go slow on expert mode. my main issue was traffic that early on expert(it kills you faster than you think). I would suggest look around and make sure. I made tons instantly and they all filled well after i solved the traffic issue

first time posting but been reading site for over a month but thought you guys would be excited to know that my steam just unlocked Cities XL limited edition and gave me the key. Game is loaded and is downloading the update from the launcher!!!!
