I am running SimCity 4 Deluxe Edition on a Dell Dimension with a 32-bit Vista Premium OS and an NVIDIA GeForce 6150 Graphics Card. I have the feeling this is something similar to what RippleJet posted, but here it is:
Most of the lots for zones will just stay a brown dirty mess for years, and once they "develope," it's just into grass with the zone's color box outline. Lots for anything that isn't a zone just plain won't show up, including schools, parks, water treatment plants, and again, anything not a zone. The red circle on the first screen shows where a medium park should be, but is just invisble grass, and most of the other lots turn to black nothingness after I deleted 5 plugin .pngs that were just blue grids. (That's what the lots would become before I deleted them) I almost caught the Living Mall in screen3 working, but then it that lot became black nothing as well.
Also, is the windmill supposed to have its head cut off? Lot Editor shows it does as well as the game.
