just one city, the first of a new region i have started

So im at year 540ish and I have a population of 1,240,000 +/- 10,000 sims. i hit this # quite a while ago and no matter how much more i build it will not continue to grow. All demands are met, schools, health, pollution, export resources, everything. i remember seeing someone else having a similar problem on this form but didn't pay much attention at the time as it was not a problem, and now im not able to locate it now as its berried in thousands of threads. does anyone know of this as a game limit of am i missing something? Thanks

fairly new to simcity. prefer elevated highways for several reasons but can not figure out how to cross monorail with highways. looked for new plugin-didnt see any fixs. please any suggestions?
