How do I steup a downloaded region in SC4?

Hi I just got back into SC4 and I want to know how do I download regions on STEX? I thought I downloaded one but when I unzipped the file into my regions folder it did not show when I went to load regions. Also some of the regions I want to download give me nothing but a grayscale image of a map...what good does that do? Any help would be appreciated!
