I found the water issue to be such a pain in the ass that I disable it by ctr-x, at the prompt type howdryiam and you won't have to worry about it. You'll still get the water pop ups but ignore them.

Does anyone know how to deal with the crime surrounding airports. Each time I add one the crime increases, and even adding a police station doesn't help.
