I think that you Up and Down Blocks are too long...too much traffic on too long of a street... Even if you have subways, Maxis default of making cars the dominate mode of transport, still makes in a city that dense... if you didn't mind sacrificing a few buildings to relieve the traffic on those long street it might make getting around slightly easier.

Yeah I thought that i might have placed a tile the wrong direction too then i realized that in one of my smaller cities i used the two-lane RHW (one lane per direction) the same exact problem occurred.

Here is the problem... I laid out some RHWs in my new city with that had a direct connection from the Industrial Zones to the edge of the map and connecting with the rest of my region but...when i checked the "Traffic Query Tool" i saw that the Freight Trucks were all getting off the expressway and taking senceless routes all over the city on all the side streets then getting back on the expressway the going to the next city. This problem just showed up from out of nowhere and it is really causing my side-streets a lot of problems... Has anyone had this same problem??? How did you fix it??? Thanks

I have that same problem in my dense Business Districts... I saw that on the most congested roads that it was thousands of cars and buses... I added two or three subway lines and it didn't 100% relieve that problem just in some areas the smog was gone
