I had the same problem as above, and now I have the solution as well.. The connection issue, that you can't drag over the station and/or place a toll both over a road (as well as connect rails to sub-to-elevated transition) is A BUG. No terrain, orientation, funds etc. problems. IT IS A BUG. Patching the game to the latest version WON'T HELP either. The SOLUTION: It's quite simple. Just un-install the Game completely. Re-install it once again. DON'T do all tutorials from the beginning, just do the RH one straight away. YOU SHOULD NOW BE ABLE to drag the el. rails over the station ,as well as place the toll both over the road. IT WORKED for me. Good Luck!
