Same problem here: I believe it has to do with Crossfire (see http://forums.steampowered.com/forums/archive/index.php/t-1691417.html). I too have Crossfire enabled (2x 5770's) and didn't see this problem before installing the second card. I don't, however, like the idea of going into software mode to fix the problem. I'm trying to live with it, as the cities are still accessible, but it's a royal pain.
