That was my mistake, I didn't backup anything. Just made my first city ever and I imported it to another region thinking it was just copying it over, when in reality it moved my city instead. So I deleted the city from the region I moved it to and then it was gone when I went to check on the first region. Silly newbie mistake I guess.
My last attempt was using Tuneup Utilities 2008 Undelete and the file was nowhere to be found, so like previously stated here, city is unrecoverable =(. I am happy to say I found the best advice on this board, and that is to learn from this mistake and build a bigger and better city. Backing up my regions and plugins folder is on that list too lol. The recycle bin was the first place I checked, though unfortunately it wasn't there. Then I used a small undelete application to recover deleted files off the recycle bin but was unable to find any clue to where the file would be. *scratches head*
Well I was building my first city in SimCity 4 and after days and days of working on it I finally got it past 100k in population and almost 1 million cash. So I proceeded to import my city into another region, then I realized I didn't want to put it in that region so I deleted the city, however it also deleted it from the first region it was in and now it's lost! Is there anyway to recover it? I don't understand why it would completely delete the city from all regions. -Sol
