Looks like one of the tooltips is wrong. I would see if, when you place more unqualified housing, if their employment satisfaction moves one way or the other. That should give you an idea as to which tooltip has the misinformation.

Is there a keyboard shortcust list somewhere? Or is this game just point and click for the most part?
