Hi, I'm relatively new to Sim City 4, but I downloaded the modd which gives you the ability to place any building for free. I saw someone mention plopping vs zoning, and I was wondering if it is capable to make a fully functioning city by just plopping residential landmark buildings. Whenever i try to do it they all go to unemployed after a month, then all the buildings become abandoned. Also, I was looking at the European City bit, and I see lots of buildings that are unavailable or at least I can't find, were they made on Lot Editor? Any help would be great, thanks.
