How do I download a map and where do I place it?

What about when using the SimCity4 StartupManager? Wasn't it created to streamline all these steps? I know how to use it for individual addons/etc, but need a step-by-step using the StartupManager because the manual way doesn't work for me. -

I really liked the HSRP hub, but since it wasn't functional I just replaced it with 4 Ninja Boulevard Kiosks/Station. I'm getting good throughput on all transit (although monorail isn't used much, but that's understandable at the city's development stage). I only had a few small tiles with the HSRP developed, so I'll just obliterate and reconnect. So far my layout is working well with only a few streets in the red. Hopefully the rail will let it scale better than car-based systems.

I'm having problems getting my Sims to use my rail. Essentially I want to create a city that relies on rail (ground, monorail, elevated rail, subway) as much as possible. I'm using several mods, but only the High Speed Rail Project mod applies, as all the track I'm laying is standard track I'm also usingthe Ninja Transit Station to link my ground rail throughout the city.. The picture above is my testing city. I have a set of rails running North-South & East-West. Each set consists of two monorails, an elevated rail, and a ground rail. The North-South rails run the entire length of my region and so will the East-West once I build cities there. The idea is to run both lines across the whole region with HSRP hubs in each city to link across the region. I have all Residential in the center (along with the HSRP) and all commercial on the East side of the canyon. RCI demand for the other area of my region was high R and C, so I'm not sure if my commercial developing on the east side of the canyon is from that or from Rail City. I do have two empty cities between this city (Rail City) and my next populated city - with track laid of course. I don't know if the RCI graph is region wide or based on connected cities within a specific radius. Anywho, short of a small bit of Commercial and Industrial at the very center of the rail clover, all my commercial for Rail City is across the canyon on the East side. Why is my town unemployed? They have 2 monorails, one ground rail, and one elevated rail connecting them to a lot of high density commercial areas. The HSRP also does buses and car access, so I don't understand.
