ive been playing for a while and ive been trying to figure out how to take a city ive been working on for a while and add a highway into it. or how to design a city so that highways and mass transit can be added later. so far the way ive been trying it is to work it in from the start but thats too costly. the question: how do i start a city so it can be developed further later on?

i'm adding a highway to my city but no one is using it. its along a major traffic route and before i upgraded my avenue to a highway it was busy but now most of my city has nojob zots on them and my population went from 60k to 35k in a few months, i didnt save the game but im trying to figure out why none of my sims want to use a highway.
