    lol you may have LA syndrome. Check your commute. If you have many people traveling by car this might be the problem. In that case implement mass transit. Check city ordinances. Clean air act, automobile emission reduction can help in this way. Also if the problem is your indursty, you should try to upgrade to high tech.
