How do I connect roads to a single side of an Avenues without it automatically crossing to the other side of the Avenue? I Lost my hard drive and used to be able to accomplish this but now....

HELP- My Computer died. Bought a new one, and decided to get Sim City Deluxe Edition rather than reload original disks. I downloaded NAM, & CAM but now I can't connect roads to a single side of an Avenue. Everytime I try it, it automatically crosses the Avenue. What am I missing?...Yes I ran Cleanitol.
