After more experimenting I have acquired some odd results.
Firstly, SC4Launcher decided to start working.
Secondly, Fullscreen in conjunction with Directx or OpenGL rendering cause the screen to invert.They will run in windowed mode just fine though. Fullscreen at 1080p flips the screen. Borderless Fullscreen at 1080p displays correctly, but is squashed into a little corner of the monitor and is therefore pointless.
The only way to get things to display at 4k fullscreen right side up is to use software rendering, though that causes horrible screen tearing when panning the map and overall crap performance.
I'm about to bust out my old 1080p monitor to see if this isn't some abstract hardware issue.
*Edit* It seems that the monitor is the issue. The 1080p monitor has no problem displaying in fullscreen under any option.
