  1. Okay, I solved the problem. I made one more neighborhood and everything just started springing up. Thanks for your help.
  2. I do switch between them. I would let a few months go by in both cities. No development whatsoever. I even switched between them a few times to be sure.
  3. I have commercial areas nearby in the same city. Industrial is in an adjacent city and is connected to my first city. Industrial zones have already developed as well, but won't develop anymore as well. Absolutely nothing will develop.
  4. I decided to play this game again. I found an article that was basically a walkthrough on a good way to build cities while making money. The author made 1x1 residential zones to mimic a suburban area, so I did the same thing in the same patterns he did. The problem is, only a few houses developed. I made a new neighborhood, and a few houses decided to grow there, but the other neighborhoods just stay mostly undeveloped. I tried adding water, but that didn't do anything. I have residential demand, but houses just won't grow. What's the problem?
