Well I found a way I have deleted all my regions and made a new one. Sunlight Area, Has Mander and Mander Sound city. Well the highways are Routes 122 132 and 114 even Autoroute 71 and 232. Well I know its in Quebec between Montreal and Sherbrooke. -

Now that the county has 317.000+ people but it turns off and not saves it when I made my city. -
