    how do you get the water reflections? Is it photoshop? Very nice and modern city.

    it is possible to let upgrade your harbors. This is how you do it: build in your cities on the waterfront a lot of production industries and make sure that transportation only can go on the water. they will ask you to upgrade your harbor.
