I dont know if you know this but apparently when you build using the certain city options, romantic, industrial etc, over time your cities begin to develop accordingly, roads change, buildings get signs or spy cameras etc. but thats why they have this in the xml, basically it says "you build this way and you unlock road1" you build this way and you unlock road2 you start with road 0 (dirt roads turn into covered bridges, etc..... have you guys REALLY played the game or just power play through?
