What are the requirements to zone high density and actually get it to develop in both regional and city. thansk in advance

As i'm sure you already know, Sim City 4's traffic thing sucks. i want a fix, without adding anything new to the game, no new streets, just a different draw course etc. I know abotu the NAM, but that adds way too much for my taste, i just want a more inteeligent drawing instead of the most direct course to point B, if you get my meaning. If anyone could point me in the direction of the MOD, that would be most appreciated. Thanks in advance, Akaizhar
