Also something to add, my city population is 25,000 and that is also the region population, so there aren't that many sims to make a huge city with which I suppose is part of the problem Since the rich won't take mass transit I find it that they aren't able to find many jobs in some sections, should I just wait till they move out, then whack the rich building to make way for a differnt kind? Also anyone know of a good beach making or leveling mod or tool >.>

Ok so my question is basically that in my city I am having a hardtime going from low density to higher densities. Some key information: The entire area is zoned (no parts unzoned) Everything has electricity and water I let the game run for awhile after I had finished on low density to make sure everything was stable (all 6 poll bars are full green) The problem was that as soon as I put in a water system (which im assuming is needed for higher densities) mansions started popping up like mad Now with the mansions came higher wealth commercial businesses into those areas I then slowly started to zone to medium density in some areas This worked fine in the first part of my city. but as soon as I crossed river to my other side and started to zone into medium density there was mass unemployment (since the commute times on that side are higher) the rich sims in the mansions wouldn't use my ferry system and that part of the city is declining quickly. I tried raising the rich sims taxes to get them out and get some more low and medium wealth sims in to maintain order, but this didn't have much effect and I only wanted the rich sims out of the one part of my city not in the rich area. Since if the rich sims leave that area too, then my commercial offices will be vacant and alot of bulldozing will be needed. Any advice for how to get back down to low and medium wealth sims so i can stabilize my city? or is bulldozing the rich mansions and condos the only way to go?
