How did you get the Verazzano-Narrows Bridge and Queensboro Bridge is there a way I can download it?

I downloaded two modds simoleons and superdemand it came out in the downloaded folder I put all the files (DAT file) in the plug-in folder but still doesn't work.

I installed what was in that link and colored the config.bmp blue but I still can't get all large cities for a region

I know this is lamb but I'm having trouble downloading regions it is sent to the download folder in the region folder but doesn't come out in the game.

Other than downloading how is it done? There has to be a way
