I have never played with plugins or downloads of any sort... I'm new to SimCity 4 Deluxe, having gotten it off of Steam a couple of weeks ago. I had thought about trying some of the mods/plugins/downloads, specifically yhis NAM I see everywhere on this site, but haven't got a clue as to how, where, why or how...

It really depends on your expectations. If you're expecting a successor to SC4, with the same type of gameplay, you'll most likely be disappointed. If you have an open mind and are willing to accept that this is not a successor to SC4, then you may very well enjoy it. Myself, I like it a whole lot. Never liked SC4, but I'm having a grand time enjoying this game...
