I believe this happens for some computers when they overload. Scrolling using the wheel takes more CPU usage because it zooms out multiple times if you adjust the level of zoom by more than one. If you use the keyboard, it automatically zooms to where you want it, less stress on your computer. -

Yes, it would be difficult to satisfy all the CS demand. It's possible, but do you really want to take up a minimum of about 16x16 (16 buildings of 2x2) of prime land to fulfil 5000 CS demand? And it's not like Jordan Inn will continually pop up, so it might be even more. The population by age graph tells you how much of each age groups is in your city. If it is skewed to the left, you have a abundance of young children and teens. So there will be tons of people in schools waiting to be in the workforce in 20 years. If it peaks in the middle, you have a full workforce right now, and will be waiting to retire sometime soon. If it is skewed to the right (which it rarely does in an expanding city, since new sims who move in are always young), you have a ton of seniors in retiring homes who are not working. Consider it as a continous cycle. You haven't mentioned health yet, but it's important in a large city. The better the health, the longer they live, the less people dying and dropping the EQ. But education constantly fluctuating is wierd. It shouldn't happen in such a large city. How much is it going by? Just a few, or 10s at a time? How is your R$$$ demand? Again, if you have them, they will bring in the CO$$$. I suppose you know how to attract them already... If CO$$$ demand is negative, I wouldn't worry too much. For me, it constantly goes through a normal business cycle. What about the population vs jobs graph? Single out the CO$$$, and look how it's been since this problem happened.

Let's just say that you can't go "bonkers" trying to fulfil the CS$$ demand, because the highest CS$$ I've seen is Jordan Inn and it employs 300 people, so it'll take quite a few to satisfy your demand. I have maxed out CS$ and CS$$ in most of my cities, and I'm not hurrying to make tons of them. They get replaced by the others very quickly, too, and putting Historical tags on all of them is time-consuming, to say the least. I guess you have to wait until the CO and I-HT demand goes back up, as, like you have already discovered, there is no worry of R$ and R$$ running out of jobs. Have you also considered the "baby boom factor"? Like in real life, once the baby boomers reach retiring age, well, the workforce booms. How is the "Population by Age" graph shaping up?

Ok, like what grs03003 said, don't take out all your CS. The key to this game is balance. You need I-HT, so keep what you have and expand it. Assuming you have full education provided, encourage R$$$ to come in. They don't come in immediately, so build up the low wealth to get you some extra profit for now. You'll need it later to keep all the R$$$ happy. The more R$$$, the more demand you have for I-HT.

Keeping the population educated isn't too difficult. Just remember to properly cover the whole map with schools and libraries and take advantage of facilities that don't have a coverage area and works on a whole city (like the college, museum, university). Can you explain the part where "high-tech never works" a bit more? Sorry, I don't know where you're coming from.

Even though your problem has been solved, don't be too suprised if someone comes around suggesting you use the "Super Demand Mod". In cities that have no connections, I found that the industries rarely develop past one tile. You know how usually if you build a 4x4 strip of industrial zone with only one road attached, the whole zone will still grow? Well, without connections, these zones in my city will build only next to the road.

I wouldn't worry too much if I were you. Most buildings on the front cover are Stage 8 commercial buildings (with Despret Consulting as an exception), which means you probably haven't seen them before unless you had a good-sized metropolis going (and also if you have a load of custom content). Also, in SC4Deluxe, Puget Sound is not a default region. Game developers just put it there for no apparent reason at all. Just make a backup copy like northsider said.

Fire is a must for all cities (especially industrial). Police coverage is not in a city with no residents (there will be no crime, try it out). I don't think a station will bust demand caps, either. Might as well no waste money on those sargeants, unless you want your city to be that realistic.

C'mon guys, Yodude says the residential demand is "VERY good". So just zone residential, and the jobs will come. Think of it this way. If there are no unemployed people, everyone has a job, will there be people looking for jobs (aka high C and I demand)? -
Unstable city configurations?

Nice intricate layout of the avenues....very unique. But I have to say that limits their travel a bit. Consider the Wilkinson in the bottom right. The only way out is down, and might lead to a slight rise in commute. And with avenues, its a good idea to put intersections or "turnarounds" every 6-8 blocks so sims can turn around. Take the Hsu Mall near the top for example. Sims only drive on one side of the road (I think right, since this is an American game), so for commuters from the Knight building below, they have to drive all the way past the Mall, up into the industrial area to turn around and then drive all the way back down to get to the Mall. Not a very pleasant commute, huh? Also, what does the game say when they abandon the buildings?
