and also, how do you change the map size of a city form small to medium or medium to large?

Can you explain it step by step please im very lost. And a how come my custom made regions don't appear in the region folder of simcity4 in program files?

How would i get around to making my region bigger or smaller?

I have a city of about 200k pop. My Comercial RCI demand for CO$$$ and Co$$ is all the way down. I have $$$ and $$ residents in my city and i have water police, and fire coverage and even an airport. I must be missing something, for high wealth comercial building are not developing.
