The default parking lot textures are missing, as are some other ones like the base textures for low income trailer housing. I'm running Rush Hour with lots of plugins but none of them seem to have any conflict that could cause this! I tried copy/pasting all the plugins i've added since I started getting this issue out of the Plugins folder and lo and behold, nothing happens.

They're in the Power menu.
