  1. I have found that buildings that fall into neglect--ie, turn gray--have other issues, health being chief among these. As long as higher education and gainful empoyment for your more affluent sims have been taken care of, check your health map. A big red spot or patchwork of big red diease ridden zones can take up to 200+ years (no joke) of adequit health care. De zoning and re zoning help as the health of any given tile tends to be related to other specific tiles on the map. Doubling needed health care won't help very much, not as much as suplementing your large hospitals with smalller clinics. Play with the funding and you can afford anything--as long as you have educated your sims! A properly adjusted college is one of the most cost effective items in the game and will help you gain all of the rich citizens you could stand to see, and these sims in return will produce tall buildings that do not fall into neglect. Just watch thier health. A new zone has the poorest of all and can infect neighboring areas if the red color deepens to a scarlet hue, you may very well have an epidemic that can last for sim centuries. Based on a city called Crowne Terraces that is 1100 yrs old with 80% wealthy residents in good health.
