yes, i've zoned residential, commercial and industry, and its just the industry that is developing

so, I have started a new city, but nobody is living there. I've put a power plant, water- all the basics for starting a city, it is also linked up by a nearby highway, and i have waited a year but still no development. What is wrong and why is no-one coming to live here?!

I might be able to send you pictures of my city, which has 80,000-100,000 sims. There you might be able to see something missing in your city, or it might be just that you don't have enough residential zoning. Also make sure if the area is desireable enough. That's all I can think of.
