    How can I force two cities to make neighbour deals? I have been building a commercial city. My commercial city doesn't have any power buildings and I decided to start a city next and just build power structure, roads and few zones for industry and make connection to my commercial city. Now I still can't make a neighbour deal for electricity. Any suggestions?
