  1. Getting the census repository facility will help determine whether you've run into a cap as well as other problems...though as SC4BOY says caps this early is pretty unlikely.

    Commercial zones still develop with low customers. What you might need are plazas (not parks) in order to lift desireability.......check your zones' desireability levels on the data map...
