  1. Multi-City Difficulties

    This same thing happened to me. Make absolutly sure that you neighbour deals are working. Go into your budget screen and select Neighbour Deals. Make sure all neighbour deals are agreed to the Max available. You will only be charged for the actual use but there will be room to row. My problem was that my residential city had not agreed to the electricty deal from my industrial city. There were no No Electricity Zots or anything but as soon as I agreed boom growth everyehere.

    That is the point of avenues. I use one way roads to direct the sims to the avenues so they can use them to get to work. Always remember sims will always take the shortest route not the fastest. That is why you have to force them to the fastest route by using one way roads. It takes very careful planning and pretty much has to be thought out before hand. You just can't slap zones down wherever and then build mass transit and expect the sims to figure out the fastest route because they won't. If the jam packed street is a shorter route than the empty highway they will take the street and complain every time.
