i made a city of about half a small til made it completly highwrise every road was changed to aveue and it was completely highwarise thats how i like to dothings

well you have to use a certain zize police station for prison capacity. adn yes you need a jail in every city sadly

i always use roads. i find you can make a medium sized medium density residentle zone with just roads. works out to be easy to maintain
