library n museum, what are they for?

elementary school + high school + college are used for education the young sims, While Museum and libary are for education the "old" sims. e.q. when the city was young, you didn't have a good education system, so when these kids grow old they will get at low education IQ, but you can improve the IQ with museum at libary.
