Remember, for starting cities stick with farms until you build up the education level. Pollution and dirty industry aren't nearly as much of a problem if you do this.

I find it a nice challenge to try to run a city while keeping taxes as low as possible.<br />I think the lowest I ever managed was 6.3% across the board.
