I think you should leave it in. High education creates high desirablity, and high desirablility creates moredemand for jobs, and that can be useful for your big city.

As for question number two, streets are useful for areras that generally generate small amounts of commuters, like side streets behind Commercial Districts, and generally are not used as major networks to get to places important. (Like Industrial to Residential.)
