One question about the high density residence

First i want to apologize my terrible english. my question is that recently i found out that one of residence building as shown here. the population of the building was originally about 5000 but when it turns to gray (means decrease of the symbol $) the population become 10000. what is the problem about this? does it means i need to building more residence building or just improve the building? Again, i really sorry for my bad english. thank you.
