The highways will cause some pollution, but not enough to drastically effect your CBA, at least the highway pollution never does that in my cities. I'm thinking that you should put one highway going straight through where you want your CBA to go simply to get the customers to the commercial district. Then, maybe place one or two more going around the CBA area If you want to put that highway through your CBA, then make sure that you have lots of avenues going to and from the highway to support the large traffic that will come with it. I would also--possibly--place a large airport in or VERY close to your CBA to increase business and traffic to the area The towns, as long as you provide what they need( transportation, water, power, etc.) should flourish fine.

i almost never use the university, i find that the benefits are far outweighed by the disadvantages--space, crime, pollution, and plus, city colleges do all that a university does, so why bother?

i have the same problems, i cant get good parking structures, and mine wont ever fill up, so i feel they are wasted--is that what you are talking about?
