There seems to be a pollution calculation bug... In all my cities, pollution (only in the graphs) has multiplied approximately by ten since I got rush hour, however on the map view it's still the same.. So, perhaps it's indeed a bug... About u-drive-it, the mayor rating effects are temporary. They last one year, at most.
