If they did make buff cities then that would detract from demand for large buildings and skyscrapers for the rest of the region.

Attract high wealth sims then deprive them. When they move out low and med wealth will move in and the lot will look really run down.

1024 bytes = 1kb. That extra 24 bytes is attributing to the discrepency you're seeing. The best way to see if the file got updated would be to check its date and time stamp. If its newer than the original one then you should be good to go. And to your other question... Superman II Gen. Zod commenting on the sirens on a police car.
