    Seems out of balance. Removing the tower would create a courtyard, common in old europe city halls. Smaller statue or small fountain would do better for a center piece.

    If you placed such in any poor neigborhoods around here, those tanks would stolen within minutes. Needs fencing, sentries, etc..
