SimCity 4 offers a new and exciting experience. You can now share demand with a neighbor, however, its not as easy as you think. If you want to map out one city as an industrial city and another as a commercial or residential city, its best to hve the to cities to be adjacent to each other. Not only that, but make sure you start the city on the side that borders the other city. If you build your city in the center, the commute between the two cities becomes long and workers don't want to travel that long.
These connections offer Neighbor deals to, but to set one up is different than in previous versions of SimCity. For all connections, you MUST have a road connecting the two cities. Highways, rail, and subways do not work! You must have a road connection. Then, you can connect power lines and/or pipes to try to start a neighbordeal. But, your neighbors don't ask or offer a resource. You have to go to the budget menu and click neighbor deals, and if you have followed all of the above steps, and your neighbors have a desire for or a surplus of a resource, then you should be able to start selling or buying a resource.
