Rebuilding pumps destroyed by disasters in SimCity 3000

I have discovered a problem with water facilities. When a tornado rips through them, they get completely destroyed. However, you can't rebuild them in the same location (I don't know if this applies to all water facilities or just to Pumping Stations). The reason for this is that the Pumping Station still exists underground. You must switch to water pipes view and bulldoze the pumps that no longer exist aboveground. Once this is done you can switch back to the default view and rebuild your pumps. This may also happen with Subway Stations and Subway to Rail Connectors.
