Below is a theoretical layout that should work.
Skyscrapers need transportation on at least 2 sides to develop. Although the center 4x4 section may only have access to the road on one side, the subway stations compensate, reducing traffic in the process. The parks are basically there for one reason: land value. You could also replace the parks with trees in industrial zones to cut down on pollution. Because of its design, civic buildings fit seamlessly into the layout with a few modifications. This layout can also accommodate highways right through the middle. Pipes are also easily placed under the roads for maximum coverage. I hope this works for you!
