A crucial aspect of city development is the standard block. What size to make it? From my experience, the 6x7 is generally the most versatile. This tile size will accommodate significant city growth without difficulty.
Stage I: When low on funds in the beginning, leave a 1x6 strip of land unzoned within the block. Not only will this boost land value and provide tax money, it also leaves room for future infrastructure.Stage II: As the traffic increases with city size, the extra strip can be laid with road, creating a two-lane avenue that will alleviate traffic problems.
Stage III: When traffic gets even bigger and your city population is huge, the avenue can be bulldozed to make way for a subway stop and a bus station at each corner. the remaining four tiles in the strip can be zoned in. This way you can have a 4x4 building AND two more 3x3 buildings in the same block, allowing for much more effective land use at the highest developmental level.
