Are you the kind of mayor who likes to make decisions based on pure fact and mathematics? Below is the exact amounts of "quantity" and "quality" in Neighbor Deals, the quantity being the resource (power, water, garbage) and the quality being the money earned or given.
First, you may not be offered by a neighbor to buy your services if your population is less than 5,000. Also, you obviously need a connection to your neighbor of whatever deal type you want to make. Water pipes for water, road etc. for garbage, and power lines for power.
Initial quantity of whatever you are selling is based on 20% of that neighbor's population at the time of the deal (or re-evalution) rounded off to the nearest thousand. So if your neighbor had a population of 75,000, 5% of its population is 3,750. Rounding that to the nearest thousand makes it 4,000. Per 1,000 Sims, the quantity requirement is:
Power: 500 Mw-h
Water: 200 cubic meters
Garbage: 65 tons
Your neighboring city with a population of 75,000, then, would require 2,000 Mw-h of power, 800 cubic meters of water, and would send you 260 tons of garbage (yuck)!
So how much would you get in return? The initial sell rates are as follows:
Power: §0.05 per Mw-h
Water: §0.05 per cubic meter
Garbage: §0.5 per ton
Per 1,000 sims, this would result in §25 for 500 Mw-h of power, §10 for 200 cubic meters of water, and §32.50 for 65 tons of garbage.
Obviously, the best deal for you (financially) is the garbage deal. However, make sure you are ready to handle all that trash.
In terms of buying resources, the initial quantity is based on 10% of your population with the sames rates as above per 1,000. The rates are the same, except THIS time, you are losing those amounts of money instead of earning it.
