Before proceeding, you must have ResEdit, downloadable from www.download.com.
- Pick a city that you want to make a scenario of. The best is to have a city which covers the whole map.
- Choose "GET FILE/FOLDER INFO" and pick your city.
- Change CITY to SCEN, nothing more.
- Close ResEdit. You will see that the icon has changed to a scenario icon.
- Open a scenario with ResEdit (from your SimCity 2000 CD). Make sure to user "OPEN" and not "GET FILE/FOLDER INFO".
- Copy all information by selecting "Select all" from the "Edit" menu and "Copy".
- Open your city with ResEdit, and once again selecting OPEN and picking up your city. You should have two windows opened now.

Your computer will make a fork for it, so choose OK. Paste (from the Edit menu) in your information into your city within ResEdit.
Now it's time to mix.
- Open PICT by double clicking. Double click on the picture. Copy the picture to your painting program, and draw a tiny scene for your scenario, just like the other tiny pictures you can see when you open scenarios.
- Open the SCEN "button". Open the text "button". It should look something like this: "Disaster type: 7". It continues with location XY and, city size goal and more.
- Now, the number of disasters in the menu in SimCity 2000 is 8. So I think number 1 is Fire, Earthquake 5 etc. Now listen up! In the instruction book of SimCity 2000, it says that there would be some disasters you would see later with time. So I'm not going to tell what other disasters there is for numbers, but I can say that 9 is Nuclear Meltdown, so you have to have a nuclear power plant to make this work.
- Change your city goal to what you want somebody to reach. You can change how long time that person has get and more.
- Now we have came to the last IMPORTANT "Button". It's named TEXT. Open it. There should be two "text buttons". Open the first one. This is the short description of your scenario which you can see when you're going to choose a scenario. The next "text button" is the long description that will appear when you open your city.
If you don't understand what I'm talking about, you will after you have learned to use ResEdit. Give it some time!
