This "how to" let me think that Maxis did not test the highway tunnel in their development. It seems impossible to build a highway tunnel, but there is a trick:
- ~10 tiles before the hill where you want the highway tunnel, draw a small body of water using the water tool in the path of the highway.
- Lower some tiles before the water to be able to build a bridge.
- Build your highway across the body of water and to the hill in one shot. You will get a message to build a bridge. Answer YES to build the bridge then you will get another message to build a tunnel. Answer YES and you'll get the tunnel.
- You can the remove the bridge and build your highway to the tunnel and level the terrain to your needs.
Notes:
- The hill should be high enough to accept a tunnel.
- Be sure that there is no pipe or subway in the path of your highway.
- You can destroy the highway section before the tunnel entrance and level the terrain and build an avenue to the tunnel.
- With the "boulevard without tree" feature, you can then make an expressway using avenue bridges, highway tunnel and "level-tunnel". This add a nice realistic touch to SimCity.
