Anjay has an interesting idea that seems to prevent your big, money-making commerce from leaving your city after their taxes are raised:
Zone commercial, industrial, residential and other zones as normal. Preferably high density zoning, with very little low density zoning. When your land values are high and the zones grow dense, you'll have a pretty strong tax base.
Now make each and every high-value, dense commercial building (if you have patience) historic. Then set the taxes to 22% (maximum). You'll see the petitioners and the advisors saying that the taxes are too high but the sims won't care too much. They will continue to pay the taxes and will not leave your city. The only draw back is it will take a bit of time to do this.
