To create a continuous bike/pedestrian path within a park-like setting, use the "All Buildings Cheat" (see "The Underground" for details) to access "Parque Aire Fresco" Using as many "Parque Aire Fresco" tiles as you want, you can create a network of bike paths. They work particularly well alongside highways, serving to increase land values. While you won't see any bicyclists or pedestrians using the paths, they're great for aesthetic effect.
